The Government of the Principality of Minerva was founded in 2003. Currently in exile due to a continuing military occupation, the Government of the Principality of Minerva is represented by the Minervan Commission. The Commission is responsible for managing the diplomatic, political, business and financial affairs of the Minervan nation. The Commission is Chaired by the exiled Minervan Head of State & Head of Government, and is comprised by Parliamentary representatives and people and citizens of Minerva. The Chair retains a council of advisors who are the departmental Ministers of the exiled government.
The Commission maintains diplomatic representatives and bureaus in countries and regions around the globe, and has received preliminary recognition from various nations around the world. For example, the Chairman of the Commission initiated relations with the Republic of China and the Cooperative Republic of Guyana, among other nations.
In 1971, our national founders were guided by a basic premise. It was an idea that any group of people dissatisfied and frustrated with the laws, regulations, policies and philosophies of existing nations may declare their independence from those nations in any place not claimed to be under the jurisdiction of another sovereign entity. They set out to establish a new, independent nation and Minerva was born. Based on this belief of popular sovereignty, our nation was established on principles of free markets and personal liberty; under the firm belief that governments should be instituted among and by the people, for the benefit of the people, deriving only just powers and sovereignty not from the consent of other nations, but from the consent of the people that would be governed.
We believe that government should be founded for the primary and sole purposes of protecting the people from the forces of violence and of fraud. In a statement entitled, "Fundamental Principles of Government," the founders of the First Provisional Government suggested that, "no right can be delegated by a person or gathering of persons to any entity, including government, unless such a right can be morally exercised on an individual basis" ... "We believe it to be necessary and practically possible to establish a nation based on the principle that not only must government be separated from religion, but also it must be separated from economics and limited in function..." (October 1972).
In the years since the founding of the government of the Principality, the Minervan nation has made great strides. We have created a cohesive government system, we have drafted plans and initiatives for development and construction, we have lobbied to international organizations on behalf of the Minervan nation, we have raised funds and donated to assist in international crisis causes, we have represented our national interest to international legal tribunals, and we have established important international diplomatic relationships with regional and global countries. We have diplomatic representation around the world. We have issued official credentials and passports, and we have maintain our legitimate claims to our currently occupied territories. We have crafted and installed the facilities and institutions of a sovereign government.
